Peter came to Canada in 1970, employed by Ontario Hydro as a financial planner/economist. In 1973 he was seconded to the new Ministry of Energy as a senior policy adviser, subsequently helping to establish the Ontario Energy Corporation and becoming its Executive Vice-President.
